First, Director Zhang Shaokang and his party visited various production research departments and communicated with front-line production technicians cordially.

After that, a symposium was held, which was presided over by Qian Zhongqiang, Secretary of Party Committee of our institute, and attended by about 50 people including members of leading group of the Institute, chief and deputy department directors, deputy general managers of various specialties, technical directors, assistants, supervisors and heads of branches.

At the symposium, President Qiu Yanqing gave a brief account of our institute’s recent work situation in the aspects of technical service, market exploitation, organizational construction, standardized management and the construction of spiritual civilization; combined with our institute’s development reality and difficulties and challenges in the work, he put forward the difficulties which need to be supported and solved at the level of Provincial Department of Housing and Urban-Rural Development. Speeches were delivered by No. Four Planning Institute, Urban Design Institute and Policy Research Department, etc. by combining with the work reality; Li Yongjie, Chief Planner of Provincial Department of Housing and Urban-Rural Development, highly recognized our institute’s technical service work and put forward guiding opinions and suggestions to our institute from the perspective of reform and development.
Speech of Director Zhang Shaokang
Director Zhang Shaokang made a guidance speech. In his speech, he fully affirmed the work results that we have obtained in the past year in the aspects of progress in stable production and operation, steady improvement of technical level, constant perfection of organizational construction, constant soundness of system construction and great breakthroughs made in spiritual civilization construction , etc. In regards to the opportunities and challenges faced by our institute in the aspects of institutional mechanism, market competition, technical progress and personnel team, Director Zhang pointed out that as a provincial institute at the forefront of reform and opening-up, in the face of trend of reform and development, Provincial Planning Institute face the test and challenge of survival and development; he hoped that our institute must use strategic thinking, have long-term view, strengthen confidence and plan carefully, under the support and guidance of Provincial Department of Housing and Urban-Rural Development and joint efforts of staff of our institute, he believed that the future reform would be better and road would be broader in the direction conducive to the development of our institute.
Director Zhang put forward several opinions about the next steps of our institute: Firstly, to build confidence and determination and further unify ideas and goals; secondly, to insist on being problem-oriented to crack development difficulties and bottlenecks; thirdly, to adhere to being people-oriented and plan development direction and ideas as a whole; fourthly, to insist on reform and innovation and promote the progress and development of all undertakings of the Institute; fifthly, to strengthen ideological construction and lay a solid ideological and political foundation of personnel. Director Zhang also indicated that, next, the Provincial Department of Housing and Urban-Rural Development would strengthen the communication with related provincial departments to push ahead with the resolution of those urgent problems which perplex our development.
That Director Zhang Shaokang and his party came to our institute for investigation and guidance has reflected that Provincial Department of Housing and Urban-Rural Development cares about, attaches importance to and supports our institute.
