In order to implement the national big data strategy proposed by the 19th National Congress of the Communist Party of China, and promote the task requirements of “strengthening enterprise knowledge management and supporting construction of intelligent enterprises” in the industry by the Ministry of Housing and Urban-Rural Development in The 13th Five-Year Plan for the Development of Engineering Survey and Design Industries and Outline for Informatization Development of 2016-2020 in Construction Industry, as well as explore the establishment of the knowledge management system in the Design Institute, the “Seminar on the Strengthening Knowledge Management and Promoting the Intelligent Development of Enterprises in Survey and Design Industry” hosted by the China Survey and Design Association Informationization Promotion Work Committee, co-organized by Guangdong Province Engineering Survey and Design Industry Association and Guangdong Urban & Rural Planning and Design Institute, and undertaken by CNKI and the Guangdong City Planning Association was held on June 14, 2018 in Guangzhou.

Nearly 70 representatives consisting of the leadership and professional technical experts of the industry associations and organizations including China Survey and Design Association Informationization Promotion Work Committee, Guangdong Engineering Survey and Design Association, Guangdong Urban & Rural Planning and Design Institute, Technological Innovation and Innovation Research Center of Tsinghua University, China Architectural Design and Research Institute, Guangdong Electric Design Institute, etc. jointly discussed the industry knowledge management construction mode and the industry knowledge management construction mode and experience and the new path of enterprise intelligence development under the theme of “knowledge enabling innovation, coordinated development of intelligence”.

Secretary General Yang Rongjian said that survey design categories are the typical knowledge-intensive enterprises. With the sharing of knowledge, the excellent design ideas, thinking and experience can be grasped by more people so as to fully realize the value of knowledge. It is of paramount importance to implementing knowledge management for improving core competitiveness of enterprises and promoting their innovation and development. In order to minimize the gaps between enterprises in knowledge management, it is necessary to carry out research exchange and sharing with the theme of knowledge management.

Deputy chief engineer Li Jianping said that in today's development of information technology, the knowledge management promotes the technological innovation. As an intellectual-intensive and technology-intensive enterprise, the planning and design industry undertakes important transformation functions and responsibilities in the process of transformation of scientific and technological achievements. The tacit knowledges such as project cases, project experience and so on are of great importance to the innovative development of the Design Institute and the rapid growth of new employees. By strengthening the knowledge management of enterprises, promoting the explicitation of tacit knowledge, and enhancing the sharing of industrial results and knowledge exchange in the industry, it is able to achieve the effect characterized by “1+1>2”.

General Manager Zhou Yong said that he hoped to jointly discuss the innovative mode and innovation needs of knowledge management with the representatives of the participating experts through this seminar, so as to jointly promote the enterprise intelligence goals needed for the survey and design industry.

In this seminar, six industry experts of knowledge management were invited to conduct on-site instruction and teaching.

Yu Fei, Associate Researcher, Research Center for Technological Innovation, Tsinghua University

Dr. Yu Fei, associate researcher at the Research Center for Innovation and Technology of Tsinghua University, shared his views on how to promote innovation through knowledge management from the perspective of intelligent enterprises, and listed the evolution stages of knowledge management from 1.0 to 3.0, emphasizing the knowledge management concept of Professor Ikujiro Nonaka, Master of Knowledge Management, that knowledge management is the foundation of innovation. Finally, he shared the cases such as the intelligent transformation of Guodian Dadu River and the research and development of Huawei’s Knowledge Management System, so that the guests present could further understand the success and failure points of knowledge management construction.

Xiang Shengchang, Dean of Knowledge Management Research Institute, Tongfang Zhiwang, introduced the basic knowledge, development status and trends of knowledge management, related core technologies, platform construction path, and new models of application. He pointed out that knowledge management in the era of big data needs to make breakthroughs in the aspects such as artificial intelligence, machine learning and so on, so as to tap knowledge from mass data by utilizing big data technology, and realize the intelligent and automated knowledge work, and promote the construction of intelligent enterprise by using knowledge management, and applying new model of knowledge management.

Chen Qi, Chief Consultant of China Architectural Design Institute Co., Ltd., shared the construction experience of knowledge base project of China Architectural Design Institute, and introduced the project construction research process, knowledge base system construction and management and so on. By making use of knowledge management system, it is able to realize the effective management of knowledge, support business work, and enhance the knowledge value, so as to improve business level and production efficiency, provide services in the whole process of production of scientific research, and promote the virtuous circle of knowledge management within the enterprise.

In the second half of the seminar, how should enterprises implement knowledge management in the survey and design industry? Liu Peng, general manager of business unit of building materials of Tongfang Zhiwang Construction, pointed out the main difficulties faced by the survey design industry in terms of knowledge management, and shared the overall knowledge management solution based on the needs of the survey and design industry by Zhiwang. Through the new model of knowledge management, the information isolated island can be broken through, and the collaborative platform can be built, so as to fully tap the tacit knowledge, and serve the management decision-making and innovation via the comprehensive application of explicit and tacit knowledge.


Qi Yongle, Postdoctoral fellow of Guangdong Electric Power Design Institute

Qi Yongle, postdoctoral fellow at the Guangdong Electric Power Design Institute, and the special editor-in-chief of the Nuclear Power Column of Southern Energy Construction, shared the experiences and ideas in the process of knowledge management based on the perspective of the enterprise technology innovation service tapped by the massive academic information, and from two aspects of the role of periodical in the enterprise innovation services, and the idea of constructing the energy collection and information center platform. He mentioned that enterprises have been gradually concerning about the service role of periodical editorial department in corporate science and technology innovation, and it is the general trend for the integration of collecting and editing platform and knowledge management system of the editorial department.

Ma Xing, Director of the Big Data Center of Guangdong Urban & Rural Planning and Design Institute

At the end of the conference, Ma Xing, director of the Big Data Center of the institute shared the construction experience of knowledge management system and knowledge base of the institute from the perspective of supporting the development of intelligent enterprises: in the new era, a great variety of new technologies and types of projects emerged require the collection of results, so as to form the knowledge base of unified standard. The knowledge base includes four major parts, namely basic databases, model library, standard library, and quality inspection system. Through the establishment of knowledge base, the goal of providing capabilities for the whole design organization can be finally realized.

Thanks to this conference, the participating guests and senior corporate innovation and knowledge management experts, as well as representatives of industry knowledge management practice companies conducted full achievement sharing and experience exchanges. Under the background of new era, the knowledge management will be bound to boost the design industry to realize the transformation from development of scale and speed to quality and efficiency.
