On Jan. 15th, approved by the State Council, Ministry of Human Resources and Social Security of the People’s Republic of China released the 2018 list of persons enjoying the State Council special allowance. Chief Engineer Ma Xiangming of our institute was successfully selected into the 2018 list of persons enjoying the State Council special allowance.

The State Council special allowance is an important measure of the State Council for high-level professional and technical personnel and high-skilled personnel. The gainer is called an expert enjoying the State Council special allowance. In 1990, the Party Central Committee and the State Council decided to grant special allowances to experts, scholars and technicians who have made outstanding contributions. It is an important measure adopted by the Party Central Committee and the State Council for strengthening and improving the Party’s intellectual work and caring for massive professional technicians.

Chief Engineer Ma Xiangming obtained a bachelor’s degree from Sun Yat-sen University and the master’s degree in urban planning in University of London, Britain. Engaged in urban planning for more than 30 years, he has made extraordinary performances in his ordinary post and won titles such as “Member of Higher Education and Urban and Rural Planning Professional Evaluation Committee of Ministry of Construction”, “Director of International Society of City and Regional Planners”, “Member of Regional Planning and Urban Economy Academic Committee of China Urban Planning Society”, “Member of Urban Ecological Planning and Construction Academic Committee”, “Vice Chairman of Guangdong Transformation Association on Old Towns, Old Factories and Old Villages” and “Vice Chairman of Guangzhou Urban Planning Association”.

Ever since 1986, Chief Engineer Ma Xiangming has been engaged in urban planning and design and chaired and participated in the formulation of a large quantity of important plans and planning policies. Facing massive new problems about urban development brought by the reform and opening-up policy, he can always grasp the features of era development correctly and judge new situations and demands scientifically. He keeps on solving difficult problems by integrating the international view with the realities in Guangdong to promote the innovative development of the planning cause in the province. Thus, he is highly recognized by his peers and society. Of the projects he participated in, Coordinated Development Program for Urban Agglomerations in Pearl River Delta won the 2006 Gold Award for National Excellent Engineering Design, Study on Greenland Planning for Guangdong Province won the 2004 Bronze Award for National Excellent Engineering Design, Greenway Network Plan for Pearl River Delta won the 2012 First Prize of the Excellent Planning and Design of Ministry of Construction, Key Action Plan for Livable Bay Areas of the Pearl River Estuary won the 2015 First Prize of the Excellent Planning and Design of Ministry of Construction and Plan on the Technological Innovation Corridor along Guangzhou-Shenzhen won the 2017 Second Prize of National Excellent Urban & Rural Planning and Design.

This time, Chief Engineer Ma Xiangming obtained the State Council special allowance based on his actual achievements. Enjoying the State Council special allowance is not only an honor for Chief Engineer Ma Xiangming but also an honor for Guangdong Urban & Rural Planning and Design Institute. Chief Engineer Ma Xiangming said that in the future, he would work together with the technicians in our institute under the deployment of our institute to better give full play to the professional technical advantages, make our institute a powerful one with influence and competitiveness both nationally and internationally and make greater contributions to the sustainable development of the urban & rural planning and construction cause of Guangdong Province so that it can be in the national forefront in four aspects and serve as two important windows.
