In the planning voluntary activity, we adhered to the principle of regulation, action-style, mass participation, and livable and enterprise-adaptable ecology, recruited the practitioners in urban and rural planning and the teachers and students in the related majors of urban and rural planning of colleges and universities from the whole province according to the working ideas of "targeted poverty alleviation and planning first", took the lead to unite the volunteer service teams in the professional fields of landscape architecture, construction and etc, so as to assist the poverty alleviation service teams staying at villages to make village (regulation) plan for the villages not carrying out planning formulation, and improve the 2277 poor villages specified by the province to create new countryside demonstration villages in the form of volunteer service.

As one sponsored unit, the Provincial Association of Urban Planning actively made response to the planning voluntary activity. In the launching ceremony, as the representative, President Qiu Yanqing issued an initiative to the colleagues in planning field as well as all teachers and students in colleges and universities:

It is an important mission proposed in the several opinions of Central First Document “Boosting the Structural Reforms in Agricultural Supply Side” in 2017 to deeply carry out rural living environment governance and beautiful countryside construction, it is a significant action to implement the spirit of Provincial 12th Congress of Party Representatives, Provincial Rural Poverty Alleviation and Development Work Conference, and it is also the important guarantee for building a well-off society in our province.
