The 2018 spring technical exchange meeting was successfully held in the institute
The beginning of the new year has witnessed the official kick-off of the "2018 Spring Exchange Activity" on the morning of February 27th. As an important technical exchange activity of our institute, the "Spring Exchange Meeting" is aimed to provide technical staff of the institute with a platform for summarizing projects, exchanging experience, understanding each other, and learning from each other, so that new concepts, new ideas and new practices in the industry can be timely communicated and exchanged, and the motivation for innovation among each staff can be further stimulated.
The exchange activity lasted for three days and consisted of 4 links and 8 wonderful exchanges, including project exchanges, exchange of technical events and trends, special forums, and free speeches. Leadership including Dean Qiu Yanqing, Secretary Qian Zhongqiang, Deputy Dean Wang Ruli, Chief Engineer Ma Xiangming, and Deputy Dean Wang Hao attended the exchange meeting. Some technicians from the Urban and Rural Planning Bureau and Research Center of Weihai City, Shandong Province attended and heard the meet of exchange. The technical staffs of the institute freely selected different venues for learning and communication based on their own professional expertise and hobbies. The total number of technical personnel participated in exchange activities of the institute exceeded 1,000.
1. Project Communication
On the morning of the 27th, the 2018 spring exchange meeting officially began. In the opening speech by Dean Qiu Yanqing, he expressed his New Year blessings to all employees. In addition, he encouraged the technicians to have the dedication spirit of the artist and should obsessively devote themselves to the cause of urban and rural planning and design they loved, so as to make new achievements in the new year.
The exchange of 29 projects was conducted throughout the day on the 27th, and it was divided into four sessions in two simultaneous venues. It was chaired by Chief Engineer Ma Xiangming, Secretary Qian Zhongqiang, Deputy Chief Planner of Li Jianping, and Deputy Director Chen Jing respectively. There were various types of exchange items, which can be divided into two categories: planning and design, engineering design and village and town planning. The contents include big data analysis, industrial park planning, new district planning, specialized planning, urban design, characteristic town, and architectural municipal engineering design. etc.; The project covers a wide range of areas, in addition to the projects in various cities within Guangdong province, it also includes the projects in other provinces such as Tibet, Xinjiang, Qinghai, Shaanxi, Sichuan, Guizhou, Guangxi and so on, which provided everyone with valuable experience and resourceful information.
2. Technical Events and Trends Communication
On the morning of the 28th, the Technical Committee held an exchange meeting on the theme of “Events and Trends”. The meeting was chaired by Dean Qiu Yanqing. A total of 8 technical committee members and 3 principal engineers delivered the keynote speeches. The contents of the speech ranged from macroscopic to microscopic level and from theory to practical operation, which were abundant and wonderful; hence an academic feast for the personnel of the institute.
The first speaker was Chief Engineer Ma Xiangming. He put forward thoughts on urban public space by introducing the urban planning theory of ancient and modern China and foreign countries. Then the topic was shifted from the city to the countryside. Deputy Chief Planner Li Jianping briefed us on the reform progress of China's rural land system since the 18th National Party Congress. Dr. Huang Dingyi from the Research Department of the Policy Research Center of Provincial Center for Housing and Urban-Rural Development proposed the “change and unchanged factors of the future city” by introducing the master plan of multiple cities and the discussion of “future city”. Jia Weibin, Technical Director of Planning Institute No.2, analyzed the transit-oriented development (TOD) model in the United States from multiple perspectives including history, space, and institutions, etc. Chen Changyong, Technical Director of the Planning Institute No.4 discussed the cultural concept of urban planning and design and emphasized the important role of cultural factors in urban planning. Gong Bin, Technical Director of Planning Institute No.1 shared with us the experience of master urban design project of Chengdu Science City. Xu Gang, Technical Director of Urban Design Institute, introduced the trend of urban design platform and emphasized the importance of design control. Dai Ming, from the Planning Institute No.2, discussed the comprehensive development of land assets along rail transit from the aspects of development background, development status, and successful experience and so on. Zhang Lei, from the Planning Institute No.5 shared the spatial development strategy of channel type city by taking the example of the long-term development strategic planning projects of Sanmenxia City. Huang Xin of the Architectural Design Institute took the Sports Center Project Stadium in Kashgar as an example to introduce the application of nonlinear and parametric design.
The last speaker in the morning was Deputy Dean Wang Ruli. At the time of her retirement, Ms. Wang shared her working experiences of more than 30 years, and called for planners to pay close attention to details and the vulnerable groups. At the same time, we should avoid over-designing and should deeply inspire colleagues. In the end, Dean Qiu Yanqing expressed his gratitude to the contribution made by Ms. Wang to the planning institute on behalf of all the colleagues of the institute.
On the afternoon of the 28th, the "Events and Trends" Exchange Meeting was continued by the principal chief engineer. Liu Pei, from Planning Institute No.1, introduced the events and trends of Guangdong-Hong Kong-Macau Greater Bay Area from the aspects including the national and provincial strategy of the Bay Area, the people and events of the Bay Area in 2017, and the related research work undertaken by the Institute. Chen Weijin, from the Planning Institute No.3, made the reflections on the planning of Guangdong-Hong Kong-Macau Greater Bay Area from the angles of “why”, “what”, “how” and “where” and the perspective of “Super Layout”. Xie Yonghong of the Research Department of the Policy Research Center of Provincial Housing and Urban-Rural Development Office focused on people's livelihood and proposed policy suggestions on the optimization of public service facilities in residential areas, and emphasized that it should be developed from "indicator management" to "space-based guiding control." Wang Guo from the Provincial Urban Development Research Center discussed the preparation of investment and financing chapters in urban and rural planning through the aspects such as working background, content system, and case studies, etc. Song Yanpeng of the Planning Institute No.1 analyzed the trend of innovation in the Pearl River Delta region and proposed the countermeasures with innovation as the key word. Jin Yi from the Planning Institute No.2 proposed reflections on the TOD comprehensive development plan for multi-party coordination and practical implementation through the perspectives of local government, social investors, and main bodies of project construction. Chen Jiezhen from Planning Institute No.4 made the considerations on the establishment of the regulatory detailed planning under the integrated regulatory construction management system by citing the regulatory detailed planning of Xingtai as an example. Rao Hui from the Urban Design Institute took an example of the double-repair practice in Hami City, and discussed the mode of the implementation-oriented urban design platform master board featuring the characteristics of marching into the overseas market in groups. Huang Jun from Architectural Design Institute introduced the research and application of fabricated concrete structures to us. Jiang Zheng from the Planning and Consultation Office took the example of Yixi Wooden Arts Town to discuss the development of related businesses that implemented the plans.
3. Forums with Special Topics
On the morning of March 1st, the forum was held with the theme of the project thematic statement and expression, which summarized the reported results of the exchange projects, and the production experience of the reported projects with excellent results. The meeting was chaired by Dean Qiu Yanqing and representatives from four departments made the speeches.
Zheng Zeshuang from the Urban Development Research Center took the example of the project of Research on Planning and Construction of New-Type Urbanization of Guangdong Province to introduce how to refine the value of policy research projects by using language, images, and texts. Liu Pei from the Planning Institute No.1 explained with the example of the Guangzhou-Shenzhen Science and Technology Innovation Corridor Planning Project, and emphasized that the reporting contents shall be prepared according to the focus of different groups such as government leaders, planning experts, appraisal experts, etc., and the report files shall be customized as needed. Moreover, a good story shall be told to convey effective information. Wang Lei from the Planning Institute No.3 cited the example of series planning projects of Astronomical Township in Qiannan Prefecture of Guizhou Province, and emphasized that the preparation of the report files should not only focus on the technical basis and speaking skills, but the art of reporting is also required. It shall be made to allow the audience to wear VR and note the voice-over. Ma Xing from the big data center shared the experience of special reports by introducing the general information and related work of the newly established big data center of our institute, and demonstrated the importance of impressing the audience with true feelings.
4. Free Speech
On the afternoon of March 1st, the last session of the Spring Technology Exchange Meeting was free speech. It was designed mainly to provide the technicians with the entry within three years a platform to show themselves, express their ideas, and exercise reporting skills. Colleagues actively signed up in this free speech, and a total of 16 technicians were selected and the meeting was chaired by Deputy Chief Planner Li Jianping.
The free speech this time was characterized by rich content and diversified perspectives. It mentioned the public interests, such as discussion of the issues of housing prices, old-age care facilities, and integration of public service facilities, etc. It also focused on issues concerning facilities and space utilization, such as construction of aviation networks and airports, site selection of new town of high-speed railways, protection of historic buildings, utilization of informal space, suitable scale of population in metropolis, planning and design of villages, etc.; some shared their own traveling experience, such as the development experience of cities at home and abroad including the popular city on the Internet -- Chongqing, Liverpool, German towns, etc.; some concluded the different types of spatial characteristics, such as innovation space, linear open space, etc.; and some talked about their experience of planning and preparation process and the use of new technologies, such as discussion of the guidance and control of urban design, reflection on POI (points of interest) data in the utilization of urban planning, etc.
It is worth mentioning that in order to make the Spring Technical Exchange Meeting more interactive and popular, the appraisal election of the “Best Popularity Award”, “Best Creative Award” and “Best Result Award” of the report and exchange was also added in this exchange meeting for the first time. All colleagues from the institute can decide on the above three awards through WeChat voting. After the voting by colleagues, “Guangzhou-Shenzhen Science and Technology Innovation Corridor Plan” reported by Liu Pei from the Planning Institute No.1 won the “Best Popularity Award”; the “Integrated Planning of Kaili Urban Economic Circle” reported by Li Chengyue from the Planning Institute No.3 won the “Best Creative Award”; and the “Mother Square Architecture and Landscape Design in Motuo County” reported by Du Yi from Shenzhen Branch won the “Best Result Award”.

At this point, the three-day 2018 spring technical exchange activity was successfully concluded. This exchange activity is not only the demonstration of various projects carried out in the institute in 2017 and in previous years, but also the summary of the application of new technologies, concepts and methods. Moreover, it is also a reflection on future innovation. In order to better summarize and share the results of the exchange meeting, the Chief Engineering Office would conduct the sorting of solicited contributions organize of the speeches of some of the colleagues, and make the series reports.
