Project Features
Based on the framework of “one country, two systems”, the planning study, a strategic regional planning research launched by cooperation of Guangdong, Hong Kong and Macao for the first time, through the two cooperation platforms of teams responsible for Guangdong and Hong Kong, Guangdong and Macao urban planning and development, is the first cross-system spatial coordination study in China. Centering on the overall goal of “creating a coordinated and sustainable world-class urban agglomeration jointly by Guangdong, Hong Kong and Macao”, the study aims to promote the high degree of regional economic integration, improve the living environment and enhance the overall international competitiveness of “the great Pearl River Delta” through the strategies such as optimizing the spatial structure, building a highly accessible traffic network and quality environment. The main highlights of study results are:
The first one is highlighting the regional coordination of major spatial elements. The study, focusing on spatial development, cross-border traffic and ecological environment, which are common concerns of the three places, creatively endows “the one–bay, three-district” (the Pearl River Estuary and Guangfo, Gangshen and Aozhu three urban districts” with the role of “l(fā)ogo” and “center” as the urban agglomeration of the great Pearl River Delta.
The second is to pay close attention to the cooperation opportunities in cross-border areas. The study has provided suggestions on land use and space management in cooperation space with nearby areas, cooperation space for regional innovation, regional tourism, social livelihood, etc. aiming at offering space carrier and cooperation opportunity for the closer cooperation of Guangdong, Hong Kong and Macao.
The third is to be committed to promoting cooperation and win-win regional development. The study pays much attention to the problems requiring the joint efforts of Guangdong, Hong Kong and Macao in cooperation, as well as the significance of responsibility and interest balance on the coordinated development of the urban agglomeration of the great Pearl River Delta. Besides, it considers the regional coordination mechanism and the recent focus as the key to ensure successful regional development.
On the basis of this study, the Provincial Department of Housing and Urban and Rural development has developed the strategic planning for space development in Guangdong, Hong Kong and Macao, from which “the Pearl River Delta region reform and development plan” developed by the National Development and Reform Commission also adopted a large number of comments and suggestions.
