In this paper, it is based on the planning and design of Hengqin New District, which is the national level new district undertaken by our institute, combining the requirements of the healthy and sustainable development in the new urban area under the background of the new urbanization and urban and rural overall development. By constructing the ecotype conglomeration urban area with the support of "three communities - three networks", the innovation practice has been carried out in five aspects: planning idea, spatial pattern, planning technology, management mode and working mode; thus forming a set of new district planning and design technology based on "network - community" spatial interpretation and construction model. Moreover, it has been applied to the provincial major strategic platform or new district planning of multiple prefecture-level cities such as Guangdong Yunfu, Dongguan, Meizhou, Jiangmen, Chaozhou, Jieyang and so on. The research won the second prize of Science and Technology Progress Award of Guangdong Provincial Civil Construction Society in 2015.
