In the research results, the history of rural planning and construction management in Guangdong Province is reviewed. Combined with the current trend of procedure of legalization, management refinement and the decentralization of responsibilities, the new mechanism for the planning and construction of rural areas of the innovation and construction integration is put forward, which is started from three aspects of planning, construction and governance . In the study, it is proposed to improve the management legal system of rural planning and construction, and it is recommended to improve the land management mechanism, and formulate the delimitation principle in the “onside” planning area, to improve the technical standards of local rural planning and construction, and to enhance the framework system of rural planning and construction management, as well as to set up grassroots planning and construction management agency. The innovation of rural planning and preparation work shall be carried out the rural construction planning as a guide, and establish the three-level planning system of county (city) regional rural construction planning - town overall planning - village planning.
