The Pearl River Delta Space Planning Research Center | West Guangdong Branch

The Planning and Design First Institute, which was the earliest established in our institute, is the planning and design department with strong technical force, and it consists of the Pearl River Delta Space Planning Research Center and West Guangdong Branch. It has trained and conveyed a large number of outstanding technical leaders and experts for our institute and the whole province.There are more than 40 technical elites from famous universities both at home and abroad, among whom 25 with master's degree or above, and 11 with senior and above technical titles (including 8 China registered urban planners).

General Overview

The Planning First Institute has good working atmosphere, and it is a team with innovation, full of vigor and vitality, unity and harmony. In recent years, it has been appraised as “Advanced Collective” and “Advanced Party Branch” successively for many times by the institute and the Ministry of Housing and Urban-Rural Development of Guangdong Province, received the honorary title of “Pioneer Worker in Guangdong” and “Model Worker Small Home”issued by the Guangdong Provincial Federation of Trade Unions respectively in 2009 and 2011, and received the honorary title of“Pioneer Worker”issued by the All National Federation of Trade Unions.

Department characteristics

The Planning First Institute has long been following up and participating in major planning projects and policy research in Guangdong Province, it is one of the earliest teams to carry out research on space of the Pearl River Delta, and it is at the leading domestic level. At the same time, the Planning First Institute has formed the outstanding design ability and characteristic in the innovation space shaping, the livable space reconstruction and so on. Over the years, all kinds of projects have won 6 ministerial excellent awards, 23 provincial excellent awards and other awards. In the past three years, it has participated in 1 scientific research project of the Ministry of Housing and Urban-Rural Development, applied for 2 patents and published 2 monographs.In the long-term planning research practice, it has gradually formed the project and research characteristic of "two levels, two main lines":

The overall level: Policy research + Pearl River Delta Research + master plan reform, with rich experience in regional and master planning. It has long been following up and participating in major projects and policy research in Guangdong Province. In recent years, it has presided over and participated in lots of planning research and compilation, which has great influence throughout the country and the whole province, such as the history versions of Pearl River Delta important regional planning, the Pearl River Delta independent innovation demonstration area space planning, the overall planning of the Pearl River Delta greenway network,the provincial urban system planning, the provincial scenic area system planning, the research on provincial football facilities policy, and the guiding opinions on compilation of planning of provincial industrial parks. It has led the research on reform of provincial master planning examination and approval, and presided over dozens of overall planning and new district overall planning of prefecture-level cities and county-level cities, as well as the assessment of implementation of overall planning. It has become an important frontier exploration and technical support team of Guangdong master plan reform. It has undertaken the consulting service for a number of leading real estate enterprises on the Pearl River Delta land value, and established a brand of regional land value research and analysis in Southern China.

The micro level: urban renewal + space remodeling + implementation planning, with outstanding design ability of high quality space. It continues to focus on the transformation and renewal of old cities and the design and construction of livable cities. It has led much research on urban renewal and public service facilities supporting policy and many other types of urban renewal, and presided over a number of urban three old transformation planning and urban renewal planning in the province. It assists the Ministry of Housing and Urban-Rural Development of Guangdong Province in the compilation of the Performance Evaluation Methods of the Work of Establishing Livable Urban and Rural Areas in Guangdong Province, supporting policies of research on evaluation of the follow-up livable city and related policies. It has presided over a large number of urban designs and control detailed planning of domestic key cities, and accumulated rich project experience of implementation planning and space shape design.

The innovation space main line: to explore the creation of multi-level innovation space to serve for the economic development. It took the lead in in-depth research on innovation space in the province, and led the compilation of innovation space planning, which has great influence in the country and the province, such as the Guangzhou-Shenzhen Technology Innovation Corridor Planning and the Spatial Development Planning of the Pearl River Delta National Independent Innovation Demonstration Zone. The Guangzhou-Shenzhen Technology Innovation Corridor Planning has been issued and implemented by the provincial party committee and provincial government and transformed into a major strategic decision in the province. It is one of the programmatic planning for the future innovation and development of the Pearl River Delta. It has presided over the innovation space layout and design and other innovation research, and won the special award of “I offer a strategy for the development of Guangzhou” in 2016. Based on the accumulation of research, it has carried out the planning and urban design of dozens of high-tech zones and industrial parks in and outside the province, and the level of innovation space research and planning is in the forefront of the province.

The livable space main line: to explore multiple types of livable space reconstruction and practice people's Urbanization.Around the livable space shaping and urban double repair work.In recent years, the First Institute has carried out a large number of the implementation planning.It has formed the fist brand with characteristics of city repair, ecological restoration, low-carbon cities and beautiful villages. It has carried out the projects such as the planning and design of Jinshawan activity blocks of Zhanjiang City, overall planning and detailed planning of Mount Danxia, Hailing Island and other state-level scenic spots, delineation of ecological control lines in Zhanjiang, Maoming and other places, beautiful village planning of Yangjiang, Shaoguan and other places, and most of the projects have gone deep into the construction and implementation link and obtained good effects.At the same time, it has also carried out research on urban air duct in Pearl River Delta, research on design of urban waterfront line, and research on other academic frontier topics.

The Planning First Institute is profound and full of youthful spirit.
